MaaS-Mobility as a Service is the new concept of mobility that involves the integration of multiple public and private transport services to be offered to the end user to manage their travel, using the various means through a single digital channel, accessible via smartphone or other digital tools. MaaS represents one of the pillars of the action plan of the National Transport Cluster and the activity of the members of the Cluster has contributed to provide a technical contribution to the design of the Data Sharing and Service Repository Facilities – DS & SRF platform relating to the implementation of the investment 1.4. 6 of the National Recovery and Resilience Plan (PNRR), aimed at developing new mobility services based on the MaaS – Mobility As A Service paradigm.
The Working Group has developed a discussion paper in response to the public consultation launched by the Ministry for Technological Innovation and Digital Transition (MITD) and the Ministry of Sustainable Infrastructure and Mobility (MIMS).
The document defines vision, mission of the project, context and definitions, plus updated and integrated technical and functional requirements on the basis of the contributions identified in the second meeting, recently convened by the two ministries, of the Partnership Table which brings together national associations, representative bodies and the university sector and research represented, among others, by the Transportation Cluster.
The vision defined in the discussion paper promotes non-discriminated access to the MaaS paradigm for all operators in the world of mobility, pursuing the balance between the need to enhance the investments already made in the territories and by public and economic operators and the need to facilitate the accession of new actors. By identifying the mission, the document places the importance of the tools necessary for effective interaction between MaaS operators and transport operators at the center of the project. The second part of the discussion paper describes the context and definitions of the subjects involved – users and main operators – and the technical requirements relating to the development and management of the DS & SRF platform that will be implemented in investment 1.4.6 of the National Recovery and Resilience Plan (PNRR ).
